My jack russell hyperventilates. Is it something i should be really concerned about it?

Yes, I would be concerned about this because it's not normal for a dog to hyperventilate. This can be due to cardiac disease, respiratory infection, or metabolic problem. It would be best for Jacob to see a vet for this, and I would recommend having a physical exam, blood tests, urinalysis, and chest x-rays done.
