My senior dog's eye is red and his third eyelid is showing. What's wrong?

My dog is 16years old. A few days ago we noticed his right eye was red. It looks as if the 3rd eyelid has come up over his eye. There is no discharge and it doesn't seem to be bothering him? Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered
