Why does my dog stop, get scared, and refuse to walk outside?

Pet's info: Dog | Mixed Breed | Female | unspayed | 1 year and 3 months old | 16 lbs

I try to walk my dog once every day but when i try she will stop at every post every tree i will let her sniff around to get familliar with the area but i dont want her getting into the habit of stopping and her thinking its ok to stop and just sit down if i call her and tug her lead gently after she sniffs and doesnt want to come all the time we will walk to the top of the road and she will sit down and can see real fear in her eyes and i dont know what its is i end up carry her back home

Poor Banba! IT can be very helpful to find a buddy dog which is friendly and comforting for Banba to walk with which can help her confidence and encourage her to walk in unfamiliar places; also taking her in the car to a quiet area such as a wooded park can be less daunting. Take plenty of treats and praise her for walking with you, try to ask her to stop and sit in open spaces for praise and treats and then ask her to walk on with you at your command and not her schedule!
