Its summers and my family is hard on getting snowy shaved. She has a lot of hair matts, going all the way fown to her lower coat. But in the last couple of days, those hair matts are getting pretty loose and coming out just by snowy licking them. I was wondering if the shave would encourage new, and shinnier fur coat. And because she has matts deep into the fur, would the vet shave her to that extend? Snowy is white, and if she gets shaved, would sun burns be a problem, cuz she goes on walks?

Yes, you have to be careful in shaving the coat too short because it will not protect him from the sun anymore and the coat is very important for thermal insulation. You can try brushing and just clipping the matts that don' t come off with gentle brushing.
