What is the procedure you would adopt in rendering first aid to a dog with a simple break of the ulna?

An ulnar fracture should be assessed by a vet with x-rays and any necessary splint placement or surgical intervention. There are no readily available first aid management strategies. I would not recommend trying to bandage or stabilize a fractured leg because it is very easy to bandage too tightly and compromise blood flow to the leg.
