My puppy is throwing up blood and losing weight. Is it an emergency?

Pet's info: Dog | Australian Cattle Dog | Male | unneutered | 2 months and 19 days old | 6 lbs

Every time that my 10 week old puppy eats or drinks he immediately throws up. When examining the vomit it also contains blood. He has drastically lost weight within the last three days.

This is an absolute emergency and requires urgent veterinary care. GE may have an intestinal obstruction or severe gastroenteritis and will require urgent treatment to investigate the cause and stop the vomiting as well as replacing the lost fluids
