My dog jumps the fence and growls at other dogs. How to train him?

Pet's info: Dog | Border Collie | Male | neutered | 10 months and 19 days old | 50 lbs

Loki just jumped the fence to go and growl at a dog walking past the house while I was there. What's the best way to discipline him if he does something like this??? I had no idea he could jump over the fence. I just tied him up in time out because I have no idea what else to do. He didn't listen to me he just ran off but came back eventually and layed down at my feet with his belly up.

I'm sorry to hear that this happened with Loki! I would not recommend attempting to discipline him for this behavior after the fact, as it won't help and will only make him more agitated. If he becomes worked up (barking and growling) when dogs walk past the house and is able to jump the fence, he should never be in the yard unless you are with him and he's on-leash. You can work on this problem by taking treats outside with you, and giving Loki a treat every time he sees another dog walk by. Over time, he will learn to look at you for his treat rather than barking when he sees a dog.
