My yorkie has been urinating a lot and it has an odour. She can pee on her pad and maybe 10-20 minutes later she'll go back to her pad and pee a lot. Could it be a UTI? I know because she's a teacup she may have a smaller bladder but something tells me it's a UTI.

Hello! Yes, it is quite possibly a UTI. Or, she may have bladder stones. It would be a great idea to take her into to see a vet. She may need a urinalysis run, possibly some X-rays, or some antibiotics.

Potty training and regressions can happen in all dogs, but it seems more common in small breeds dogs. Yorkies frequently have this issue. I would try going back to potty training basics. Go outside frequently day and night. If it is cold and wet outside, you may set up an area on the porch with fake grass to see if she will use that to stay dry and more warm. Lots of praise and treats when she potties outside. When she has an accident, use a firm "no" and a good cleaning with a pet enzymatic cleaner to remove pheromones that only Stella can smell. Try going out more frequently for a few weeks to see if she remembers what she is supposed to do.
