My old dog won't move or eat. Is it his time or can he be helped?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 14 years and 2 months old | 70 lbs

My dog, Connor, is about 14 and he free roams outside. He's a german shepherd-chow mix. We found him lying in the woods, and he wouldn't get up or move. He could lift his head, but he didn't move otherwise. We carried him inside and he didn't resist, and he is a large dog and would've squirmed otherwise. We brought him inside to warm him, and he still won't move his legs, eat, or even move his head now. He is old, is it just "his time", or something that can be helped?

Oh no, poor Connor! It is possible that it may be his time, or there may be something that can help him. Without seeing him in person, I can't say for certain, but I would take him into an ER vet or find a vet on call to see him now. The vet can determine if there is something that can be done to help him, or the vet can help him pass peacefully via euthanasia.
