why would a dog have black crysty stuff at the end of his penis

This could be dried smegma, dirt, or dried crusty blood. You may want to wash it off carefully with warm soapy water, then rinse well and inspect the penis. If the skin looks spotty, or injured or is bleeding you should take Mutt to a veterinarian for an exam. Watch Mutt urinate. If the urine look any other than light yellow in color, also take him to a vet for an exam.

    Thanks for using Petco Pet Education Center, formerly Petcoach! You may be referring to smegma which does not need to be treated necessarily. If that is the case, it should just be a tiny amount at the tip. If it is more than that or just dripping it may be an infection in which case a visit to a veterinarian for further assessment and treatment would be indicated. Best of luck!
