Hand, foot and mouth disease does not affect dogs or cats, and cannot be transmitted from humans to any other species - so I would say the timing is a coincidence :) A bumpy rash on your puppy's belly is likely to be a mild bacterial infection called pyoderma. You can try applying a topical antibacterial spray labeled for dogs (you can get this at Walmart or any pet store) 2-3 times daily until it resolves. If the rash doesn't improve or if it becomes itchy or seems to be spreading, then I would recommend having it checked by a vet to determine the problem.

    No, Lucy cannot get hand foot and mouth from your child, it is not transmissible from dogs to humans. Lucy could have a bumpy rash from fleas, allergies, or mange. I recommend taking her into your vet to have the cause of the rash diagnosed very soon, as if she does have fleas or mange, fleas can bite you and your child, and mange is zoonotic (transmissible from dogs to humans).
