It isn't abnormal for a dog's penis to be out of it's sheath for a bit after mating. If it's out for longer than a half hour to an hour, however, it can become dry and uncomfortable, and he may not be able to pull it back into his prepuce. Gently wash his penis with warm water to get it lubricated again, and hopefully he can pull it back into his sheath. If this doesn't seem to help, then getting him to his veterinarian before his penis becomes very swollen, dried out or damaged is best. The blood on his penis is likely from the female, as female dogs bleed when they are fertile and in heat.

This is a condition called paraphimosis, usually very painful, you need to take your dog to the vet, they will sedate him and retract the penis back in pace.
