The skin over the eye is a third eye lid - it often comes up with eye infection, fever or when generally dogs are unwell. Please, take your dog to your vet and get him examined. He may have eyes or upper airways infection and he will need a course of antibiotics to get better.

That is likely to be due to a mild to moderate conjunctivitis, probably secondary to a trauma or infection. Sometimes this presentation is linked with gastrointestinal issues and lethargic conditions. A check up would be needed as appropriate treatment would include antibiotics and anti-inflammatory eye drops. Corneal injuries must be ruled out as well.
