Some cats prefer dry food (biscuits) and when they eat only dry food they drink much more water. staring is not an uncommon behavior for cats so i don't think this is a problem. If you think her appetites is going down and that she is after all drinking much more than she should, i would recommend taking her to the vet for a checkup and blood test.

Your cat will need to be seen by yoru vet. Drinking excessive amounts of water could be due to salt in the biscuits (and the salt in turn can also cause neurological problems and kidney problems) or an endocrine disease such as diabetes. Cats are obligatory carnivores and not eating meat (if she was used to it) is definitely not normal. Try giving her a can of cat food with tuna, pate style, and warm the food up. Maybe you can entice her to eat that. Biscuits (unless you are talking about dry cat food) are not proper eating for a cat.
