Why is my dog restless, pacing, and keeping his tail down?

My dog can't seem to get comfortable, he is up and down moving from place to place to lay. Also is keeping his tail down, not tucked but just down. What could be wrong? Pet's info: Dog | Beagle | Male | neutered | 10 years old
