My cat has been licking her butt nonstop. It looks swollen, and she can't control her bladder. How serious is this?

It sounds like your pet could potentially have a UTI and an anal gland problem (two sacs located at the 4 o'clock and 10 o'clock position). This can get worse with time so I recommend you schedule an appointment for your cat soon so that she can get the proper treatment she needs for her care. They will check her anal glands to see if they need to be expressed and also run a urinalysis to check for bacteria and WBC's which would be present in cases of a UTI infection. Once they find out what kind of bacteria are present, then they can prescribe the appropriate antibiotic treatment for it.

she might have a bladder inflammation. this is a common condition in cats and is usually related to a stressful event or situation. Take her to the vet to receive treatment for this condition, she will require some meds and possibly a prescription diet for a month.
