Pet's info: Cat | Mixed Breed | Male | neutered | 10 months and 26 days old
My cat was neutered yesterday. While in his cage he peed all over himself, it says not to bathe him due to infection but can I under the circumstances

This is normal, usually toms will pee when waking up from anesthesia after neutering. Unfortunately bathing can facilitate bacteria to enter the would and cause an infection. I suppose you can only go out and buy a can of febreze and spray the room where he spends his time. He himself will stop smelling bad after a while (could be a day or two) because he will be cleaning himself and therefore cleaning up the urine on his fur,

I would not be to worried about bathing him, the castration incision are very small and not likely to get infected as a result of bathing.
