Rashes on the belly can be caused by a number of things ranging from allergies to environment or food, to bacterial or fungal infections on the skin. If the area is bothersome, placing a T-shirt or Elizabethan (cone) collar on your cat until he can be seen by the vet is best to prevent secondary infection from forming. You may also want to look into your cat's food for commonly allergenic ingredients such as corn, wheat and soy which could be causing the issue. If the issue isn't apparent, then having your vet take a look is best so that a treatment plan can be made.

It looks like she might have a bacterial skin infection and/or an allergic dermatitis. You could bathe her with a medicated cat shampoo and see if that helps. Otherwise, have her examined by a vet for treatment. She may need an antibiotic, anti-histamine, and/or a corticosteroid to help treat the problem. Make sure she doesn't have fleas and treat her with a flea prevention, like Frontline, Revolution, Bravecto, etc. if you notice any fleas.

This is probably caused by an allergic reaction. first of all make sure you de-flea Salem regularly every month with a high quality spot on (ex. Advantage) as fleas are by far the most common reason for these reactions. If the fleas are not the problem, it could be an allergic reaction to food or an environmental factor. this is more complicated to treat and will sometimes require medications such as Steroids, anti histamines or cyclosporin in order to stop the allergy.
